- To ensure safety of pedestrians, including children and senior citizens
- To prevent traffic accidents of pedestrians at dusk and at night, and to root out drunken driving
- To assure the observance of traffic rules of bicycles

- To assure the priority of pedestrians at pedestrians' crossings

- To promote safe riding of a bicycle
