Aiming for a Society Where Individual Differences Are Accepted and Where Each Individual Is Respected
As one of the commitments to realize an inclusive society without discrimination and prejudice, where individual personality and ways of living are respected, the Soka City Partnership Vow Program will be started to mitigate the difficulty and uncomfortableness of sexual minorities (those whose sex assigned at birth does not agree with gender identity, or who are attracted by the same gender or both genders).
This is not legally binding, but the certification of the city of the relationship of the two people may mitigate the difficulty and uncomfortableness of sexual minorities and may promote social understanding.
What Is Partnership Vow Program?
This is a system in which sexual minorities (both or either) vow to the mayor that they are in the relationship promising to be responsible for each other and to cooperate mutually in daily life as lifetime partners, and the city issues the reception certificate of partnership vow and reception certification card.
Target People: Those Who Meet All the Conditions Below
- Both of them are adults, and both or either of them is a sexual minority.
- Both of them are citizens of Soka City or are to move into Soka City in three months.
- Neither of them has a spouse (including common law marriage) nor a person in the relation of partnership.
- The two are not near relatives (excluding an adoption arrangement).
Procedures of Vow
(1)Reserve the date of vow
From December 13 (Mon), make a reservation at Jinken Kyosei-ka (Human Rights and Gender Equality Section) at least seven days in advance of the vow date. Reservation is to be received by fax and e-mail. Visit the website of Soka City about the details of the necessary documents.
(2)Vow
Come to the City Hall, the two parties to make a vow, at the reserved time on the reserved day to submit the written vow and the necessary documents (a certified copy of resident register, an abstract of family register, etc.)
(3)Receive the reception certificate
The reception certificate and the card will be issued.
* If you are to move into Soka City, the reception slip of the partnership vow program will be issued. The reception certificate will be issued after the submission of the document to verify the move-in.
