National Health Insurance Tax Rate Revised from April

The purpose of National Health Insurance program is to "lessen the amount the individual has to pay when sick or hurt".
Subscribers support each other by paying the premiums (insurance tax).

Current financial situation of this program: Medical costs per person continue increasing by the advancement of aging society and grade-up of medical care, on the other hand the income sums continue decreasing as the subscribers are decreasing.
Every year deficit occurs.

We appreciate the subscribers' understanding and cooperation.

* The Japanese program is a "universal care program" and a foreigner living in Japan for more than three months and complete resident registration must join one of the public medical insurance programs.

For medical benefit (0 to 74 yrs old)

Before the revision

income-based levy : 7.7 %
per capita rate : 23,800 yen
limit amount : 580,000 yen

After the revision

income-based levy : 7.3 %(-0.4 %)
per capita rate : 27,000 yen(+3,200 yen)
limit amount : 610,000 yen(+30,000 yen)

For the support money of the Post Elderly and Disabled (0 to 74 yrs old)

Before the revision

income-based levy : 1.8 %
per capita rate : 6,000 yen
limit amount : 190,000 yen

After the revision

income-based levy : 2.3 %(+0.5 %)
per capita rate : 7,800 yen(1,800 yen)
limit amount : 190,000 yen

For nuusing care benefit (40 to 74 yrs old)

Before the revision

income-based levy : 1.5 %
per capita rate : 6,400 yen
limit amount : 160,000 yen

After the revision

income-based levy : 1.8 %(+0.3 %)
per capita rate : 9,800 yen(+3,400 yen)
limit amount : 160,000 yen

* Insurance Premiums (also called "Insurance tax') are based on income from the previous year & number of household members.
This means that your premiums will change every year and you will be notified of the new amount by a tax invoice sent to the Head of the Household.

Reduction System of Insurance Tax

Reporting your income is required for the reduction judgment.
Filing municipal/prefectural tax to Soka City is necessary even if you have no income or have non-taxable income of Invalidity Pension/Surviving Family Pension.
Soka City send a tax form and a guide on February 20th to the person who is 65 years old and over and did not report in the previous year.
